The Workforce Intelligence (formerly People Report) Workforce Index is a quarterly barometer of labor market pressures designed to help recruitment executives make more strategic decisions. The index compiles data from participating companies, averaging around 50 participants per quarter. It is based on five different employment measures:

  • Employment levels
  • Recruiting difficulty
  • Job vacancies
  • Employment expectation
  • Turnover

Each component is ranked in a range of value from a low of 0 to a high of 100. Values over 50 indicate increased levels of that component, and the strength of each value is measured by its distance from 40. An overall index value is also calculated as a weighted average of the five components.

The Workforce Index is available at no charge to any core member interested in receiving it. For more information on how to participate and/or receive the index, please contact Michael Harms at
